Wade did have a meeting at South Woods State Prison. I asked her when she was going to have a election for the SWSP branch
offical positions that have been empty for the last 2 months and she said no one has called her or any other Trenton 1040
peeps to run for any of the positions.I asked if she let the members of SWSP know that the bylaws should allow a election
to take place and if anyone at the Trenton office said/sent out any information asking for nominations and she said she does
not have the cabability to inform all members of the SWSP branch.
She also said since she is the local President of 1040,she made the desicion that she would be the SWSP branch President untill
the next election time comes up in a couple of years.
She also said SHE did not have anyone that was WORTHY ENOUGH FOR HER TO RECCOMEND TO RUN FOR THE OPEN POSITIONS. At that time
Iasked to run and other members tryed to get me nominated and she said she would take it under advice,but would not allow
any members to offically get me nomanated at this meeting. SOUNDS FAIR TO ME???? |

CAROLYN WADES POWER GRAB REACHS INTO SOUTH JERSEY PRISON
In violation of CWA 1040 By-Laws Carolyn Wade has assumed the dual role of CWA 1040 President AND President of the South Woods
State Prison Branch located in Bridgeton, Cumberland County. Seven months ago the South Woods Branch President left State
service and Carolyn Wade has refused to hold elections to replace him. Instead she has purposefully violated by-laws that
call for timely elections in order to control this Branch. South Woods is the largest Dept. of Corrections CWA 1040 Branch
and had been one of the largest providers of signatures for the reform candidate Tom Bruno. Wade and her handpicked election
committee discarded the 68 signatures that were presented by Bruno from South Woods members. The reason? She said the signatures
were not legible.
By Union law a Branch meeting must occur every two months. She has not had meetings up to this point but on Monday October
27 she will attempt to hold a very quick meeting during the working day so that no one can attend. Some disgusted and frustrated
members have vowed to attend even if they must take time off from work.
Wades actions are another result of unchecked power. Manipulating elections, controlling Committees, passing by-laws for personal
benefit, taking over Branch units, discarding legal petitions from members, the list goes on and on.
It is with hope that the Brothers and Sisters at South Woods State Prison will have the opportunity to confront and question
Wade on 10/27 . But the odds on a fair and open Union meeting occurring are not favorable.

Mr. Bruno's response is EXACTLY why he should be the President of CWA 1040. He is a tireless fighter for Unionism and always
promotes the CWA 1040 cause.He sees the glass half full.
However the Committee can't agree with him here. Not only is the glass not half full, the glass itself has been stolen from
us! If he wins his legal battles and is allowed to participate in a fair and open election then the Committee will vociferously
promote members rejoining CWA 1040 and we will back his reform candidacy. But until that time arrives, if it ever does, it
is strongly suggested that the effort to " drop out" and decertify CWA 1040 continue.
The current CWA 1040 does not deserve to remain in power and it should not be backed with our hard earned dues money. State
law will guarantee that all state employees are represented.NOt a singles job, except Carolyn Wades, is in jeopardy.
So send a message. Sign out of CWA 1040 as a protest against the tactics of intimidation, manipulation, and the corruption
of democratic principles. |

Let me be clear.... I do not, nor will I ever, support a decertification movement. Even if it could be done successfully...in
fact, ESPECIALLY if it could be done successfully, members would be without a union for one year (by law) but really it would
be 2 years, since the the state law only allows the current state workers unions to hold contracts, and the SEIU is NOT one
of them. All of the current unions that have State Worker contracts are AFL CIO affiliates and are required to observe a
2 year lull before trying to organize a group that has previously decertified an AFL CIO affiliated union.
If you are unhappy with CWA, get involved! get INSIDE the organization and make changes....talk to colleagues and expose
the fact that the emporer has no clothes on! Reach out beyond your facility and into others and create the ground swell.
Decertification is VERY dangerous...even a bad union is better than NO union! |

IT HAS STARTED !!
By mail, by e-mail, and by member to member, the official letter to have a call to action is being moved to CWA 1040 members.
The letter promoting the decertification of CWA 1040 is not an anti- union letter. Unions are democratic organizations. CWA
1040 is not a democratic organization. Under President Carolyn Wade it has not had an open election in 18 years. The Letter
is anti-CWA 1040. It is a letter explaining that members dont have to accept bossism, intimidation, and the corruption of
democratic principles.
The message is being sent to CWA 1040 leaders, CWA National leaders, Legislative Members who deal with CWA 1040, and to the
Press. At a time when the country is preparing for an unprecedented election where millions of citizens will exercise the
right to vote, an undemocratic State sponsored Union is operating on the principles of third world dictatorship and not on
the principles of the United States of America.
A copy of the Official Letter of Decertification of CWA 1040 will gladly be e-mailed to anyone who does not already have a
copy.
Anti-democratic actions cannot be tolerated. It is time of all good union members to move on to another union and leave
this unprincipled CWA 1040 organization behind to erode in its own muck and mire.

It has started. The frustrated memebers of CWA 1040, who only want the opportunity to participate in a fair election, now

When a Union Boss uses her influence to both suppress the freedom of choice and manipulate the Union rules, that effectively
stifles all opposition. Carolyn Wade used all of her power, obtained during her 18 year reign to make sure that HER handpicked
Election Committee, and HER Executive Board, and HER Convention Delegates, covered her every effort to ensure that no election
and no opposition to her would succeed. She also made absolutely sure that the CWA 1040 membership would never have a voice
or a choice.
There is no recourse for election manipulation and suppression within the CWA Union system. Internal appeals to the National
Union are fruitless since Wade is the appointed minority member of the Executive Board of the National Union. That group will
certainly not rule against one of its members.
The Atlantic City swearing in ceremony was the final show of arrogance. To the cheers of HER people she swore to uphold the
bylaws of a Democratic Union. It takes a lot of guts to put your hand on a Bible and out right lie. But ultimate power has
that effect on people.
It is hoped that Reform Candidate Tom Bruno will continue to fight. Wade knew that in an open and fair election, where Bruno
could send out his informational flyers to all the members after being declared an official candidate, she would lose. The
big salary, the car, the paid insurances, etc., would all be gone. That is why she destroyed any possibility of an election.
Others are now deciding that this CWA organization cares only about getting the guaranteed State dues money and can see no
future in staying in CWA. Fairer unions, like the Service Employees International Union are being sought while a dedicated
grassroots group begins to promote the decertification of CWA.
Why should anyone want to stay in an organization where even the simple act of nominating a candidate is taken away from them?

Dear Current CWA 1040 Member,
Whether you are aware of it or not there was a scheduled election planned, for the first time in 18 years, in CWA 1040. There
was going to be an election for a CWA 1040 President. Union member Tom Bruno had collected the needed signatures to have his
name placed on the ballot for the purpose of opposing current President Wade. Unfortunately Wade used her power and influence
over both the Election Committee and the Executive Board to effectively deny Bruno's nomination petitions and suppress the
election. She also had a By-Law passed at the CWA 1040 Convention that was meant to deny Bruno the opportunity to run for
any higher office.
It is clear that your voice and opinion does not matter to the CWA 1040 leadership. You are only a " dues payroll deduction
" to them.
As a State worker you were forced to join CWA 1040 and pay money to CWA 1040. It is State law. But the law also states that
if 51% of the State Workers who are now paying union dues to this undemocratic union write a one sentence letter to their
payroll department stating that they no longer want to pay union dues to CWA 1040 then CWA 1040 will be decertified and we
can pick another Union to represent us. The State law also guarantees that the Union still has to represent you and, if need
be, defend you. By " signing out" you still get the protection under state law while sending a message that you no longer
want to be associated with this undemocratic organization.
Over the last 18 years you have been ignored by the leadership of CWA 1040, now you have a vehicle to disassociate yourself
from this union, gain a few dollars in your paycheck, and further the cause of decertification. You also can further the cause
of true Unionism.

The reality is that CWA 1040 is a rotten union with leadership that cares about themselves only. It is not democratic and
it will never be under Wade. It is my belief that to attempt to reclaim this union and to transform the sheep surrounding
Wade is a hopeless cause.
There is only one course of action that will ever really make a difference. WITHDRAW AND DECERTIFY THE UNION.
It is time to start spreading the word that CWA 1040 is not worth the effort anymore and that decertification is the only
recourse. Let people know that all they have to do is write a one sentence note to their payroll supervisor stating that
they no longer wish to have Union dues deducted from their paycheck. If a message can't be sent during a free , democratic
election then a message can be sent by withdrawing from this pathetic organization with the hope that another union will treat
the membership in a democratic manner.

THE THROUGH SUPPRESSION OF CWA 1040 DEMOCRACY HAS SUCCEEDED
On Tuesday October 7, at her Convention, Carolyn Wade used her position and power to push through a by-law change that effectively
eliminates any opposition to her now or in the future. It is known as the Tom Bruno By-Law. This new democratic CWA
1040 rule states that anyone who currently holds a Union position cannot run for another position.This eliminates Reform Candidate
for CWA 1040 President Tom Bruno from ever running for that position since he is the Branch President at his work site. This
new rule assures that incumbents of higher offices will remain virtually unopposed.
Obama, McCain, and Biden would have to give up their Senate seats and Palin would have to give up her governors post if this
undemocratic rule was enacted for National elections. State Senator Adler and Lance along with Assemblywoman Stender would
have had to resign their posts for a chance to run for Congress.
But in Carolyn Wades Union all of that would be OK. The truth is that this By-Law was passed for one reason and one reason
only, THE POWER MUST BE, AT ALL COSTS, KEPT IN THE HANDS OF Carolyn Wade NOW AND IN THE FUTURE.
So as the money continues to flow into CWA 1040 at a rate of a half a million a month in forced payroll deductions , the Union
membership continues to be denied evan that most basic democratic right, a free and open election.

For the next three days CWA 1040 President Carolyn Wade will spend more than one quarter of a million dollars on an elaborate
Convention/Party /Swearing In ceremony at the Taj Mahal in Atlantic City. This will be done with absolutely no concern about
funding since State law guarantees that every two weeks nearly $255,000 in deducted Union Members dues money is sent to Carolyn
Wade at CWA 1040.
It is true that the State expects this money to go to a legitimate, democratic union organization but CWA 1040 under Carolyn
Wade has been anything but democratic. This union leader has manipulated the candidacy petition process and prevented CWA
1040 Reform Candidate Tom Bruno from running against her. She has utilized her control over the Election Committee and the
Executive Board to assure that she will be sworn in as the next President of CWA 1040. Reform Candidate Tom Bruno has done,
and will probably continue to do, everything according to the By-Laws of the Union (details at www.TomBruno.org), but those
By-Laws are simply rules to be manipulated for Wade.
The membership? CWA 1040 does not care about the membership. The membership has no voice in CWA 1040. They dont vote on the
Convention expenditures and they cant even participate in a fair and honest election for leadership of their Union.
Guaranteed deducted dues money from the State. Control of the election process. No internal Union accountability. No National
Union concern.
Carolyn Wades CWA is both untouchable and recession proof.

CWA 1040 has truly evolved into the Carolyn Wade Association. This Union President meets opposition to her policies or even
discussion about her decisions with derision and attack.
Even in a time of National and State financial crisis and at a time where CWA 1040 union members are having historic, high
level Dues and Health Payment deductions taken from their paychecks, Wade feels no remorse about holding a quarter million

internal powers gained over 18 years to thwart any chance of a fair and free election. Ripping up valid petitions, claiming
members did not spell their names correctly, misinterpreting clear and concise by-laws, ignoring by-laws, influencing a
non-partial Election Committee by contacting National Union officials and lawyers FOR THEM and not allowing them to make
the contacts, and the list goes on and on.
This is happening in a public sector union where the power of state law forces people to join a union and to pay union dues.
It is indeed a fact; CWA 1040 is a State funded union. The power of state law keeps this undemocratic union solvent. The State
deducts and sends, from employee paychecks, to Carolyn Wade more than SIX MILLION DOLLARS A YEAR.

It was not enough for the President of CWA 1040 to cheat her membership out of a fair and Democratic election. It was not

not enough to tell 400 union members that their signatures were worthless. Now Carolyn Wade is trying to manipulate the Union
By-Law system and get Tom Bruno excluded from his other post as Branch President of Hunterdon Developmental Center.
In a move that is against the present CWA 1040 By-Laws, Wade has circumvented her own By-Laws Committee and intends to personally
place on the Convention floor next week an unbelievable by- law change that is directed personally against Tom Bruno.
She has decided to manipulate the Convention to get a by- law passed that states that no member of CWA 1040 can run for Office
if that member already occupies an office. This change is meant to force Bruno to resign his present post of Branch President
at his work site so that she will immediately place a friend in that spot.
In the United States of America two sitting Senators can run for the Highest Office in the land and not have resign their
Senate seats. But in the world of Carolyn Wade and the Carolyn Wade Association ( CWA) that is not allowed.
This is a State sponsored Union. Members have no rights in this Union. The Membership has even been denied the right to vote
for new leadership.

CWA 1040 PRESIDENT WADE MAKES IT UP AS SHE GOES ALONG
At the Executive Board meeting held on the evening of 9/30/08 CWA 1040 President Wade stated that she and her hand picked
Election Committee would not recognize as legitimate the hundreds of valid signatures of union members written on official
CWA 1040 petitions for one reason, the petitions were not the identical petitions she used.
That is correct. Wade agreed that the signatures were legible but since they were not on her form then those union members
signatures would not be recognized as valid. Therefore there would be no election since there was no opposition. Her Executive
Board by a 24- 8 vote agreed with her.
Why?
Simple answer . Beginning on October 7 and continuing for 3 full days the Executive Board and their families will be treated
to a free 3 day stay at the Taj Mahal in Atlantic City which culminates in a lavish open buffet banquet on the final night,
attended by over 300 people, where Carolyn Wade will be sworn in as CWA 1040 President for 3 more years. Cost to the membership?
Over $250,000 !!!!
Why should Democracy get in the way of a good party!
It is hard to believe that a New Jersey State Worker Union has sunk to such depths. To, straight faced, say that only her
paper petitions were valid and to disenfranchise over 7,000 members because signatures were not put on her paper only shows
the complete arrogance of power that IS CWA 1040.

OK Everyone...the Eboard was bamboozled by Carolyn Wade into thinking that my petitions were not legal because they were not
the forms issued by the Election Committee. I am sorry to say that the Eboard carried out the miscarriage of justice just
as Wade wanted. I will be filing exceptions to the process since Wade had her cronies dominate the meeting then "call the
question" so no one could ask any more questions. There were at least 6 more hands up trying to ask questions but in typical
fashion, Wade and her cronies cannot stand to be out in the sunlight for too long, or someone might notice the truth, so they
quickly shut the door and the blinds on fairness and democracy. After talking with a DOL agent, it seems there may be resolution
to this in December (they give the union 3 months to fix the mess). It would have been nice to see a few more of my supporters
there at the meeting, but only the Branch Presidents could attend. Also, there was someone named Carol standing in as president
for South Woods....Wade cannot appoint a branch president if more than half the term is left on the old president's term. |

CWA 1040 PRESIDENT WADE REALLY ANGRY OVER OUTSIDE PRESSURE
CWA 1040 President Wade is fuming!
Early last week Carolyn Wade was contacted and made aware of the serious nature of her disenfranchisement actions by a high
level CWA National union leader who contacted her as a friend. The National Union, already involved in the highly publicized
CWA 1034/Katz /Corzine/E-mail soap opera strongly suggested that Wade do something immediately to defuse the issue of disenfranchisement
and the destruction of official petitions for CWA 1040 Reform Candidate Tom Bruno by Wade supporters at Greystone.
Wade reacted angrily but relented by agreeing to have the issue come in front of her Executive Board at a special meeting.
The notifications were sent out on 9/24 and summoned the Executive Board to meet on Tuesday 9/30 at 6:00 P.M. at the Union

That's an interesting question. I'm sure we'll never get an answer to that one! Tell the folks there at South Woods that
I am still fighting to have their signatures counted! As long as I have air left to breath, I will be arguing for a member's
right to a democratic process!
I CAN tell you that if your membership did not vote the expenditure for subs, and did not authorize her to buy them, then
she expended union funds without proper authorization. That is a chargeable offense. There must be a motion, a second to
the motion, debate on the motion, and finally, a vote on the motion to spend union money. If your members attended the meeting
and clearly remember that they did not authorize the expenditure, then you branch president (i.e., Mrs. Wade) could be in
some hot water. |

Tom, if you can not hold a branch and local position at the same time,or even run for dual office. How can she, be the president
of Local #1040 and also be the President Of South Woods State Prison's Branch President.Check out the monthly Wade News letter,under
local branch information. She got this Position of SWSP's branch President by claiming she would be in charge until she decided
what to do and she wanted us to be informed with what was happening in the local in Trenton.
Guess what, she has not told us anything since she has been in charge except to tell us she made the decision to charge our
local for the subs, she brought to her one and only meeting.This was also the meeting she declared herself!!!. she was South
Woods State Prison President and the branch local was under her control.

However, as i indicated in the previous posts, I welcome open discourse on ANY topic. I DO agree with you that elections
should be fair and that members should have the right to nominate without "shananagans" as you put it. They should be able
to support ANYONE they choose to without being intimidated or coerced. Now, there is a new Bylaw change that Carolyn Wade
is pushing that would disallow a member from running for their branch office while also running for a Local office. That
is ridiculous. You might remeber that senator Leiberman (who we supported) ran for V.P. of the U.S. and at the same time,
ran for his Senate seat. Why?? Because he wanted to make sure that if he lost the national seat, he could still serve the
public of his home state. Similarly, My branch nominated me for my branch office. Wade tried to derail it but I showed her
the Bylaws language that allows it. So now she wantss to derail my ability to run for both... It is clear that I cannot
HOLD both offices, but running for them??? Why not?? Who does it hurt?? It's just another anti-member attempt at keeping
her in power and derailing democracy. Hopefully, the delegates will see through her sham and vote it down! |

As one of the main supporters and lobbyists of that bill in the late 1970's (while I was with AFSCME), I found it unfair
to be required to make union members pay for the wage and benefit enhancements of people who were paying absolutely nothing
towards the costs of negotiating those enhancements. I also found it unfair to be required to represent those same people
using dues paying members' money to pay for the legal assistance and the salaries of union representatives. The law requires
that the union prove that the 85% fee was used for nothing but negotiation and contract enforcement costs. If, after those
costs are added up, the Agency Fee payer has had too much deducted from their pay throughout the year, then the unions must
issue a rebate check to them.
If Agency Fee payers would rather get a free ride, then I would say that they should not benefit from any salary or benefit
enhancements negotiated by the union and should be stripped of all contractual rights and protections. I don't object to
THAT. But if they are going to be getting yearly raises and steps that we negotiated, and if they are receiving pensison protections
that we negotiated, and they are going to have a grievance process or disciplinary appeal process that we negotiated for them,
and we will have to represent them at those hearings, then they should pay the FAIR SHARE costs associated with that.
Feel free to continue to express yourself, but also understand that there are consequences that you may not have anticipated
in promoting the repeal of the Agency Fee law. Those consequences could include no step raises (which "M" category employees
already know all too well, which is why they are so eager to get under the Union umbrella), and a lack of appeal rights.
These are dangerous consequences that require AT LEAST a second look before advocating repeal. |

OUTSIDE PRESSURE GETS TO CWA 1040 PRESIDENT CAROLYN WADE
In an unprecedented and surprising move Carolyn Wade, under pressure, has had to call an emergency meeting of her Executive
board, scheduled for Tuesday 9/30 at 6:00P.M., for the purpose of formally addressing the serious complaints of Reform Candidate
for CWA 1040 President Tom Bruno regarding her canceling of open elections in CWA 1040.
It was found out that this meeting, being held only 6 days before her scheduled extravagant swearing in ceremony at the Taj
Mahal in Atlantic City, was not her idea.
With the Federal Department of Labor, already in receipt of Tom Brunos paperwork pertaining to the serious charges of the
disenfranchisement of CWA 1040 members, breathing down the neck of both the CWA National Union and CWA 1040, and with Federal
agents showing interest in these President Wade shenanigans, along with possible State intervention regarding the sending
of dues money to an undemocratic union, Wade was advised (pushed!) to stop obstructing events and hold a special session
of her Executive Board.
Wade will now have to go on record in front of reform Candidate Bruno and her Executive Board to explain why she has prevented
a fair and open election in CWA 1040.
Though these on record comments will have little effect on an Executive Board that she controls, they will now become part

CWA PRESIDENT WADE CONCLUDES THAT OVER 300 UNION MEMBERS CANNOT WRITE THEIR NAME.
Finally, on September 18, 2008, a full 15 days after meeting and deciding that Reform Candidate for CWA 1040 President, Tom
Bruno, would be denied the right to run for the office of President, Wade and her handpicked Election Committee officially
presented Bruno with their reason.
Bruno had needed 100 legible signatures to be on the ballot. He turned in around 400. However, according to Wade and her committee
over 300 signatures were illegible!!
Imagine the shock when it was discovered that over 300 well educated State workers, most with college degrees, employed in
Correctional Facilities, Developmental Centers, and Psychiatric Hospitals were incapable of writing their own name! There
can only be one conclusion. The State work force that Wade represents must be illiterate!
But it is known that this is not true. Instead, what is happening here is a repeat of the way minorities were denied the right
to vote for decades in the Old South.
What is happening is disgraceful!

BUSH/ROVE STYLE POLITICS PRACTICED AT CWA 1040
For shear audacity and manipulation our National President has nothing on the President of CWA 1040, Carolyn Wade.
The President of this Union has, successfully, up to this point, been able to control the nominating process and declare her
opponent, Reform Candidate Tom Bruno, ineligible.
But it does not stop there.
CWA 1040 is divided into some 30 Branches. Recently at Hunterdon Developmental Center, the same Tom Bruno, who works at that
site, had his name placed in nomination for the Branch President position. Wade, who personally presided over the nominations,
declared him ineligible to run. Her reason? She said the Union By-Laws stated (they do not!) that you could not run for two
offices! So in Trenton she declared him ineligible to run against her and at Hunterdon she said he could not run because he
is already running against her! Bush and Rove would be proud!
The largest Department of Corrections Branch, South Woods State Prison, a site that has opposed Wade in the past and supplied
¼ of the signatures for the thrown out Bruno nominating petitions, now operates with Wade as the absentee president
of the Branch! Since May 2008, when vacancies occurred in both the President and Vice-President positions, she has used her
power to refuse to call fair elections to fill those vacancies at that site. Just another way to eliminate opposition.
At the recent Riverfront State Prison Branch elections Wade declared opposition candidates ineligible because she said they
were not members of the Union. This despite the fact that those very non-members gave her a sign up card at that very
meeting!
On October 6th she will take the oath of Office at the Taj Mahal in Atlantic City and swear on the Bible to uphold Democratic
Values in CWA 1040.

CWA 1040 PRESIDENT CAROLYN WADE SCHEDULES HER LEGITIMATE SWEARING IN CEREMONY.
Taking a page from an anti-democratic Election manual, current CWA 1040 President Wade helped guide her hand picked Election
Committee into making the decision to throw out Reform Candidate Tom Brunos nominating petitions on September 4, 2008. The
petitions contained over 400 signatures from CWA 1040 members who wanted an opportunity to participate in a fair and open
election. The word was then put out that since there was no opposition there would be no election. This No contest election
made Wade President of CWA 1040 for three more years. Members were not officially informed of the news that nominating petitions
had been disqualified. Most currently believe that Wade had no opposition.
The Reform Candidate Tom Bruno never received official written notice of the Election Committees decision and then after
asking and reminding the Committee that official Appeal paperwork must be sent immediately he has had to endure their refusal
to follow even that simple rule. It has been 11 days and no appeal paperwork has been sent.
Current President Wade then scheduled her official swearing in ceremony for Monday October 6, 2008 at the opening of the CWA
1040 three day convention at the Taj Mahal in Atlantic City. This extravagant event, that costs the dues paying members over
a quarter of a million dollars, will be promoted as a legitimate function of a Democratic Union. To add to the deception
of democracy Wade has arranged to have representatives of the National CWA Union on hand to perform the swearing in ceremony.
All of this Democracy continues while the State sends $250,000 in forced collected Dues money, guaranteed by State Statute
34:13A 5.5 ; 5.6, to this Union every 2 weeks.

While the documentation from the Local's Election Committee has yet to arrive at my house so that I can appeal their wrong
decision to exclude signatures, I have sent out an appeal to the Election Committee by fax, and I have also submitted a formal
complaint to the U.S. Dept. of Labor (DOL) which has jurisdiction of these matters, via certified mail.
In regards to the FBI's phone call... I appreciate the concern of those of you who felt the need to call them. The intent
of the Agency was not made apparent. All I was told was that "someone" called them with specific information about the Local
President's undue influence over the process. They have requested that I keep in contact with them. whether there is an
active investigation or simply an inquiry is unknown to me; however, the one thing I know for sure is that to date, I have

Unbeknownst to Tom Bruno, the Reform Candidate for CWA 1040 President, a concerned CWA 1040 Union member contacted federal
law enforcement officials on Thursday September 11, 2008 regarding the actions of CWA 1040 President Carolyn Wade and her
Election Committee during their official meetings held on the first week of September 2008.
On that same day Reform Candidate Bruno was surprised when contacted by a representative of a Federal Law Enforcement Agency
and questioned about the disqualification of 400 legitimate Petitions of Candidacy that he presented to the CWA 1040 Election
Committee and Wade. Tom Bruno was also questioned about a tampering incident that occurred at a North Jersey psychiatric hospital
that was related to the official petitions.
The discussion and subsequent guidance spoken about must remain confidential.
What can be revealed is that federal law enforcement officials are taking very seriously even remote election tampering complaints
involving Unions.
Candidate Bruno was also concerned because he continues to be denied the official CWA Union Appeal paperwork needed to document

from Carolyn Wades handpicked Election Committee. This paperwork is needed to process a legal internal appeal. Their slow
paced effort is ensuring that in three weeks Carolyn Wade will be sworn to the oath of office by National CWA Union Officials
at the 3-day CWA Convention extravaganza to be held at the Taj Mahal in Atlantic City. This quarter million dollar event will
be showcased as Unionism at its best. The truth about the legal petitions being dismissed will never be discussed. The truth

ALL THAT IS WANTED IS A FAIR, FREE, HONEST ELECTION.
Undemocratic Unions that disenfranchise their membership and then deceive the membership should not be sponsored and financially
supported by State Government. Something is wrong with a law that allows CWA 1040 and its President Carolyn Wade to be rewarded
with millions of dollars, attained from forced payroll deductions, after blatantly declaring a No Contest election, and
reinstalling herself as CWA 1040 President.
State Government helped create this situation and it is hoped that State government will find a way to legislate Democracy
and Fairness into the existing law. The current law assumes that a democratic union is operating. It is time for that law
to be amended so that Democracy is legislated.
More than 7,200 Unionized State workers who work in State Developmental centers, such as Greystone, Ancora, Woodbine Developmental
Center, New Lisbon Developmental Center, and Trenton Psychiatric Hospital, or are employed in Correctional facilities such
as Northern State, Southern State, New Jersey State Prison, and South Woods State Prison have been effectively denied a basic
constitutional and organizational right to choose their leadership through a free and open election.
Neither internal CWA 1040 appeals nor National CWA Union appeals can be counted on to be fair.
CWA 1040 President Carolyn Wade appears to have pulled off the perfect fraud. Declare all opposition ineligible and then declare
victory while the guaranteed money keeps on rolling in.

is a very big step...and a dangerous one. In Corrections, the ratio of members-to-agency fee payers has always been worse
than in the other represented departments, which is why DOC was the first choice for privatizing. Additionally, decertifying
would require that NO UNION be allowed to take over for a period of at least one year. If an AFL-CIO affiliated union wanted
to take over, the wait would have to be TWO years. That means no protections and no contract for at least 2 to 3 years, since
the they have to wait a year or 2 before even getting an election for a new union, and then you have to have at least a year
for the negotiations to occur and to vote on a contract. That places MANY people in jeopardy. It is more than "not preferable,"
... it is more like draining the lake to fix the hole in the boat. We need to push for a fair election. And when the election
finally occurs, we need to be diligent so that whenever the opposing candidate disseminates untruthful information to sway
votes (which will be her ONLY avenue since she has nothing of merit to hang her campaign on), I will need immediate notification
since I have my attorneys ready to pounce with a lawsuit and/or a complaint. Dropping out is certainly anyone's right....but
my advice is to do the opposite....get involved and get elected as delegates to the convention so that you can change it from
the inside. The Executive Board is WADE'S BOSS, although she has convinced many of them that she is THEIR boss!...And the

STATE STATUTE 34: 13A 5.5 ; 5.6 GUARANTEES CWA 1040 MILLIONS OF DOLLARS IN STATE EMPLOYEE PAYROLL DEDUCTIONS
Every State employee, whether they join CWA or not, must pay a fee , known as an Agency fee in the form of a payroll deduction.
CWA 1040 President Wade has a guaranteed funding source every year.
But there is a loophole in the law. Should a majority of the CWA 1040 members decide to become Agency Fee payers (frequently
known as 85%ers) then CWA 1040 would lose their designation as Majority Representative and another union could take its
place.
Since CWA 1040 under Carolyn Wade has acted in an undemocratic manner and has refused to hold fair and democratic elections
a move to remove CWA 1040 as majority representative might be the only recourse.
This is not the preferred course of action but there are few options after this blatant manipulation of the union election
process.

Lets do something radical like after a certain date everyone becomes a 85% member.
We will need to pick a date that will not effect members voting privileges.
Give the national notice now that you will become a 85% member on a certain date after the election feaskgo is over.
Then we also all can ask for our back dues that we paid during years there were no negotiations of the contract. That should
get the nationals attention it did when 20-30 members became 85% members at SWSP a couple of yares ago. |

CWA 1040 PRESIDENT WADE GETS FRIENDLY NATIONAL UNION ADVICE ON HOW TO DISENFRANCHISE 1040 MEMBERS.
CWA 1040 President Wade and her handpicked Election Committee contacted a CWA National Union Representative for guidance
on how to disqualify reform candidate for CWA 1040 President Tom Bruno, and claim victory in an uncontested election. This
National Union Representative is also the current Temporary President administering CWA 1034, which is the Local that
the National CWA Union took away from Carla Katz.
The National CWA Union has expressed support for any move made by President Wade. This return in kind is not surprising
since Wade was a very vocal anti-Katz and pro National Union voice over the past 2 years.
The overwhelming majority of the 7,200 CWA 1040 State Worker Union members continue to be unaware of the decision made last
Thursday to have the election declared a no contest.
Carolyn Wade controls the internal CWA 1040 process and information.
The National CWA Union is offering independent guidance.
The members are not being told what happened.
State law and those who make State law appear powerless.
Is it too much to ask , in New Jersey, for a simple, fair and honest election for a Union Office?

I will be talking to the National Labor Relations Board on Monday. in reference to the election process of Local 1040/ Wade.
I will post the form for filing a report of this unjust ruling of wade and her hand selected election committee.I will talk
to a Representative of the NLRB to fill out the form the correct way.This will make sure that the undemocratic act that Local
#1040 president and other elected officials have done.Will be investigated. We should not do this as a group.We should send
in copies from individual members.Also you must be warned that Wade may/will call for your dismissal from union membership.To
get back at anyone who fights this illegal/undemocratic practice.
Which has not allowed the members of local #1040 to have a fair and democratic election for President.

CWA 1040 PRESIDENT WADE CONTROLS ELECTION INFORMATION
The information has been spread that CWA 1040 President Wade was unopposed and will therefore remain as President of CWA 1040
for 3 more years. Arrangements are in place for representatives of the National CWA Union to be present at an extravagant
3 day CWA 1040 Convention at the Taj Mahal in Atlantic City being held in early October. She will be sworn in at that time.
There has been no mention out of the CWA 1040 offices about reform candidate Tom Brunos appeal and absolutely no mention
of concern regarding the disenfranchisement of union members.
Since candidate Bruno is not allowed access to the CWA 1040 mailing list unless he is an official candidate the details
of the disenfranchisement cannot be disseminated.
This convenient catch 22 allows for a complete control of the flow of information.
Control the Election Process. Control the information. Control the Union.

INVESTIGATION OF STATE LAW REQUIRING STATE WORKERS TO AUTOMATICALLY BECOME MEMBERS OF CWA 1040 IS CONSIDERED.
State law requires state workers to send a percentage of their paycheck to CWA with the understanding that they will be represented
and their Union will be Democratic with free elections. If the Union, in this case CWA 1040 under Carolyn Wade, does not
allow free elections then the law might be violated.
As a consequence of her actions of disenfranchisement on 9/4/08 President Carolyn Wade may have jeopardized the very legal
right that keeps CWA 1040 in business.
With well over 7,200 members , each paying about $800 /year in union dues , CWA 1040 is sent nearly $6 million / year from
the State of New Jersey.

I want to thank all of you who supported me in this effort. I have NO INTENTION of allowing this miscarriage of justice to
persist. I have been preparing for this fight for nearly 3 months. Do not be discouraged!! I certainly am not! I am appealing
th decision as soon as I get the required notification (the death certificate for Union Democracy). I will follow the chain
of appeals all the way to the National Convention floor. If need be, I will seek remedy from the National Labor Relations
Board who STRONGLY support a member's right to vote and/or nominate and have consistently ruled against Unions who have abridged

I heard Bertha Goldberry at Greystone told Tom Bruno supporters that they can't get petitions to nominate Tom Bruno for Local

At least the two other local branches still have a active branch.Here at Southwoods State Prison Wade filled charges against
our elected branch President and she also got him thrown out of the union. for trumped up charges,that he leaked confidential
information a bought the negotiations even though the secrets were well known in the South Jersey area because of the local
media and close knit communities of the South Jersey areas, and the internet. Everyone knows everyone or is related to someone.
Its funny but this local has always been Wades problem child of the South Jersey Region. We basically let her know we did
not like her as our union president because of her lack of negotiating skills and her running of CWA the Carolyn Wade Association.
She ran it like a dictatorship and if you did not agree with her views ,she would not return calls or allow region repesentatives
to do there job and represent union members at SWSP. She is now the local president for SWSP's branch of CWA 1040.She elected
and nominated herself even though the bylaws say she was suppose to hold a branch local election to replase the preaident
and the other branch officials that resigned do to her actions against or local branch .
Isn't that the same thing she says Tom Bruno is not allowed.I hope Wades moles report this to her ASAP |

Interesting...the same is happening at my facility, Hunterdon Dev. Center where Wade has secretely told another person to
run against me at the Branch. She has told him she'll "support" him and rule me out of being able to run. The by-laws say
I cannot HOLD 2 offices but the only exclusion for RUNNING for 2 offices is in regards to both offices being in the Local,
or both offices being in the Branch. On the other hand, the fact that she is on the National Executive Board AND is President
of the Local seems a bit improper in that there, she is "HOLDING" two offices at the same time. Her rationale for being allowed
to do it is that one is elected and one was appointed. Ahhhhh the democracy of tyranny at work! |

An Arrogant Wade and her sleepy sidekick showed up at Riverfront and tried to intimidate an Independent Rival Branch Officer
ticket from running against her hand picked ticket. IT DID NOT WORK! They are running and they have support. Then she claimed
that some of the members were not eligible. That will be disputed. She has a fight on her hands at Riverfront and she has
a fight on her hands throughout the State. THE MEMBERS ARE PUSHING BACK ON HER AND SHE DOESN'T LIKE THIS DEMOCRACY IN ACTION! |

Has any one seen the offer for the NJDOC guards.after you see this maybe Wade and the negotiating committee should have held
out instead of signing a contract 3-6 ahead of time.
I guess the rumor of the state had already approved a 4% raise in last years budget.
Years 2007&2008 3% each year! Years 2009 & 20010 3.5% each year.

Hello has any one heard anything a bought. Someone at Riverfront State Prison having a meeting with certain/all of the 1040
members.
Who ever was in charge of this meeting/undercover meeting told the attentees that they would need to sign this pertition which
had Wades name on it.
If they did not sign it the members were told they would not be able to vote in the upcoming election for the union.
Any members from Riverfront if you have heard anything different/or have any other facts please respond.

I know I am making less then I did last year with all the deductions and co-pays

Wade had one of her staff reps calling here on company time asking to support Wade in this election, then Wade asked her herself.

I just read the lawsuit from Carla Katz. SHE DIDN'T SUE THE LOCALS...SHE SUED CAROLYN WADE (for making defamatory statments
